Why are we holding a referendum?

Each of the 27 Member States must ratify the Reform Treaty according to its own national provisions. For Ireland, ratification of the Reform Treaty, as with a number of previous EU treaties, requires our Constitution to be amended. Each time the Government proposes to change or amend the Constitution, it must hold a referendum to seek the agreement of the people.
